Punjab Chief Minister Free Livestock Program

The Chief Minister Punjab Free Livestock Program 2025, launched by Chief Minister Punjab Maryam Nawaz Sharif, is an innovative program aimed at empowering small farmers and rural women in Punjab through the provision of free livestock.

Phase 1 has been successfully implemented, providing thousands of animals to eligible women in South Punjab. Phase 2 will expand the reach of the program, increasing the number of beneficiaries to a large extent.

The program reaches 11,000 women in 12 districts of South Punjab: Multan, Khanewal, Lodhran, Vehari, Bahawalpur, Bahawalnagar, Rahim Yar Khan, Dera Ghazi Khan, Layyah, Muzaffargarh, Rajanpur and Kot Addu. By providing women with the ability to sell milk or reared calves, the program hopes to achieve economic independence, enhance livelihoods and increase milk and meat production for local and export markets.

Phase 2: Details and Start Date

  • Official Launch
    • As per the latest announcement by the Punjab Livestock Department on livestock.punjab.gov.pk Phase 2 is scheduled to start on June 15, 2025, with registration available from June 1, 2025.
  • Rationale for Timing
    • Summer release would be appropriate, with good weather conditions for grazing of animals and overlapping with the review period of completion of Phase 1, so that lessons learned can be implemented.

Scope and Targets

  • Beneficiaries
    • Phase 2 will benefit an additional 6,000-7,000 women, meeting the program’s goal of supporting a total of 11,000 beneficiaries.
  • Districts
    • The same 12 districts of South Punjab will be targeted, with emphasis on tehsils and villages not yet reached in Phase 1. More districts will be added if finances permit, although no such confirmation has been received as of May 2025.
  • Livestock
    • Around 6,000-7,000 buffaloes, cows and goats will be distributed, with preference given to high-yielding breeds. Goats are being focused on dry areas like Layyah and Rajanpur as they require less maintenance.
  • Budget
    • Another Rs 2.5 billion has been approved for Phase 2, which includes procurement of animals, vet services, training, and upgrading of digital infrastructure.

Eligibility Criteria

The eligibility criteria for Phase 2 are the same as for Phase 1, ensuring that the assistance reaches those most in need:

  • Marital status
    • Widowed or legally divorced women.
  • Age
    • Below 55 years.
  • Location
    • Domicile in one of the 12 districts of South Punjab.
  • Poverty Status
    • No regular income, with PMT score less than 32 (verified through PSER).
    • National Identity Card Valid Computerized National Identity Card.
  • Livestock Ownership
    • Must not own livestock and should not have sold Phase 1 animals.
  • Caring Ability
    • Ability to keep and care for one animal through local veterinary staff

Phase 2 application process is transparent and easy with both offline and online options

Online Registration

  • Visit livestock.punjab.gov.pk or download the “Asset Transfer to Rural Women” app from Google Play Store.
  • Register using your National Identity Card and registered mobile number.
  • Complete the application form with personal information, marital status, and poverty status.
  • Upload scanned National Identity Card and proof of residence (e.g., domicile or utility bill).
  • Fill the form and receive a reference number via SMS.

Offline Registration

  • Visit the nearest veterinary hospital or livestock department office in your district.
  • Bring your ID card, proof of residence, and any poverty documentation (e.g., BESP registration).
  • The staff will assist you in filling out the form and entering the information into the 9211 system.

Verification

  • Applications are screened by NADRA, PSER, and field visits to verify eligibility.
  • A computerized lottery system selects beneficiaries to ensure fairness.

Approval and Distribution

  • Successful applicants receive an SMS instructing them to pick up their animal at the animal hospital.
  • The animals are transported with a care kit, which contains fodder and a health certificate.
